Too vague to mean much. Perhaps he just ment that they won't reach 10 million by sitting back and doing nothing, or that 10 million is not a 100% guarantee since mistakes could always happen. I'd say he is just being modest, Nintendo is surely aware that the 3DS well accomplished this feat with far less going for it.
