Now look at Smash 4 and think... they'll need to be agreements remade with Square, Sega, Capcom, Rare, Retro Studios (for her model used) , Game Freak/Pokemon Company, Namco and Platinum games just for the characters alone, nevermind the stages and music which came from or directly was assets from other companies, all of that stuff would need to be relicenced for use with the game in a deluxe package again, it would be far more work for Nintendo than just bringing MK8 over from the Wii-U I think.

Retro is 100% owned by Nintendo and the Pokémon Company/Namco shouldn't be much trouble either. 

Retro is a publically traded company of whom Nintendo holds the majority of the stock, they don't own 100% of it, unless things have changed since the last place I checked.

Also you're talking about the use of characters such as

MegaMan

Bayonetta

Cloud Strife

Ryu

Pacman

Sonic

Like.... these aren't minor B List gaming characters to be used without a rather large agreement with their IP holders.

Besides even in the ideal situation where it "wasn't much trouble" it would still be more work than the port over of MK8 which like I said uses 100% Nintendo created Characters and Music.
