That's a truly ridiculous decision right after the Switch release, it's like they don't want it to keep its momentum going. If the 3DS all the way has only been saved by a massive amount of revisions and a bunch of price cuts, it appears to be a bygone concept, better to back their new horse instead.
This also extends their period of bifurcating their development resources for software, which was one of the main issues the Switch was going to fix.
