Simply because every game has a finite amount of resources available so to improve one aspect of a game you need to take away from something else. I'm sorry, but a 5 year old could create better dialogue and story development then that in Snakepass, NSMBU, or Kong: Tropical Freeze. It is clearly a case of them not wanting to put a story in the game.
