All this stuff was likely planned out weeks before launch.
They had the option of waiting for Mario Kart in April or launching in March with just one SKU (the base unit) and selling through the first 2 mill on a "soft launch" type scenario and they picked that.
But likely two SKUs was supposed to be the standard anyway. $300 - Base Unit, $350 - Bundled w/game. Same pricing tier as Wii U. Seems Nintendo-ey enough.
May also explain some stock issues too, they likely have these Mario Kart bundles sitting in a warehouse but have to wait until late April to ship them out.
These things are all planned out months in advance, you don't just overnight say "hey lets have a bundle for this" and slap it together over a week.
