No surprise that third parties aren't going to make the transition right away. The DS sold over 30m units in Japan, yet the 3DS still had to earn third parties' trust. The good thing about Switch is that Nintendo is acting according to what third parties do, not what they say.

Nippon Ichi USA's partnership with Atlus has ended last year and as far as I know nothing new has been announced from Atlus' side, so how and by whom their 3DS games are brought over to America and Europe is still up in the air.

That would be very unreasonable. PS2 was still getting games 2-3 years into PS3's lifecycle. The newer platforms would usually get versions of the game at least.

Atlus is one of those companies that is super slow to moving though. Persona 4 was somehow put on PS2 in December of 2008.
