I know this is due to lack of power, and what he means go through the act of putting up of a game, but if the Switch can't deliver the same games as the PS4, and also have devs to go through compromisses to do so, then I think it's misleading.
It's not the same as making a comparision between the 360 and PS3 like we had last gen, with the PS3 being a pain to develop for early on, and because they both had similar capabilities and could run the same games, so we could actually lay it down on it.

Maybe he means it is easier to make a game from the ground up on the Switch than the PS4?

This is the way I read it. The tools allow for easy making games on that system.
