$399 is possible based on the lack of official specs we have on the hardware. Jag+Vega APU can hit $399 off the line. Even if the hardware costs $599 off the line, they could subsidize it for $399 retail, but that is highly unlikely. $499 off the line to $399 retail I could potentially see as a possibility. 

Based on all the rumors and especially what XB and Phil has said, I personally think $499 is more likely. Phils comment about not scaring people with the price makes me think he's not lying just to set up a huge celebration when they announce a $399 price point, but that since it will be more than Pro, it might scare people off. That's why he also keeps stressing the difference will be noticeable. It has to be for a higher price like that.

The fact that XB is launching Scorpio around a year after Pro makes me think they are purposely distancing themselves with PS to some degree, and not trying to compete directly with them. The best way to achieve that with Scorpio would be to launch a more so next gen console at $499 with the specs to actually back it up this time, unlike XB1.

When you add in all of the software they have been talking about like 4k game capture as well as hardware like an internal power supply which adds more cost all around, $399 would be an amazing retail price. I myself, just don't see XB being that generous with a console that capable. Until I knew more about the final specs, I wouldn't be willing to bet just yet.
