The Scorpio is going to sell less than PS4 Pro wordwide, so I guess underwhelming sales are a given.
As for your main point, the problem with waiting a few years to go Scorpio only is that by then PS5 will be out and comfortably more powerful. And then they have the same problem as they do now.
