You remind me of all those Xbox fans who kept harping on "the power of the cloud" when they hadnt actually seen any tangible demonstration of that power that actually made any meaningful difference(and still haven't). All you have is hypotheticals. All you have is what you believe the Switch might be able to do some day. Unfortunately for you, this reviewer decided to stick to how the Switch performs in the present, not what it might be able to do in the future.

Yes he seems to have a kind of narrowminded perspective of the console and time will show it, the comparison with the cloud is pretty absurd, suree you need to try the console first to confirm some of the things, but even without the console you can already see the flaws on some of his reasoning or the perspective he is taking, specially after reading the amount of reviews we already have about it. But again, time will tell, and I'm inclined to believe IGN will review this again in the future.
