It's only "roughly" in the same ball park area if you are comparing GPU architectures that are exactly the same.
I think whenever you start comparing performance of different chipsets, you need to compare them from multiple angles like texture fillrate, bandwidth... Only taking one number and running with it (Like flops) isn't the right way to go about it.

People do that all the time. FLOPS, GHz, and RAM are a few examples where people think the bigger numbers are 100% better. It's much more complicated, but unfortunately your average Jo could care less.
