I think John Stossel sums it up well.

It sound kind of reasonable actually but I know from Sweden, the schools benefitted greatly when the government managed the funds since the could guarantee a proper education for everyone instead of it being dependent on where you live. When we turned that responsibility over to the municipalities, it lowered our overall national performance and mostly benefitted rich municipalities.
