In this context, Nintendo is saying their proficient use with the game engine has reached parity with western developers (who have been using Unreal Engine for much longer than Japanese developers).   It has absolutely no relevance whatsoever with the size of their development teams or the budget for their games....which are factors in making games like GTA or Mass Effect.

The way you are defining skill is wrong.  You are defining scale and scope.  Those are budgetary items, not skill.

So this means nothing basically? Its just that they know the Unreal engine...
