It's two years because they won't need a lot of resources for Pokémon Stars (if it exists). Also, we've always had Pokémon games yearly or bi-yearly.

X / Y - 2013
Omega Ruby / Alpha Sapphire - 2014
Sun / Moon - 2016
In fact, we've never had to wait more than two years between core Pokémon games since the originals released in 1996. You could say it's part of Gamefreak's strategy to release Pokémon games regularly to keep the franchise in people's minds. Gamefreak has never changed that strategy and they've witnessed multiple generational leaps with Pokémon.
