Well that could be the case but Germany also doesn't have a long history of voice acting like some other countries. In the US voice acting goes back to the early days of radio and pre dates sound in the movies. Most early TV shows in the US where either based on radio shows or started out as radio shows. Plus radio shows also influenced a lot of early sound cinema in the US.
