It's simply not needed. It's unfortunate that xbox owners have a smaller library to play, but it's the truth. Why invest tens of millions in a game nobody is going to play.
Securing 3rd party rights is more important. Thats what's worked for Sony so well this gen and last gen for MS, albeit exclusives last gen were much stronger than this gen for both MS and Sony
