No, the aggregate review sites aren't giving you an average, they put more weight on certain reviews than they put on others.
Why would an average Joe go to a VG review site and rate the game? I don't get it. Especially when it's the average Joe who could not care less about the game he supposedly reviews.
Well, I don't disagree with you about the relative quality of Wii U games, I'm repeating here that the games just aren't good. They may be less bad than the rest of the industrys AAA games, but even if your shit does not smell as bad a everyone elses, it still is shit.
That's not quite the thing with popularity.
