Personally, I believe they will either make it for the 3DS and Switch or Switch only.
Scenario 1: They want to get extra units from the 3DS, but desire to introduce more games for the switch at the same time. What do you do? Make a game for each one. Watch as the amount of units sold becomes higher than Greece's GDP.
Scenario 2: The 3DS clearly limited Sun/Moon, so the Switch will take the spotlight now. Sun/Moon will still be supported on the 3DS, and will be able to interact with the sequels. However, we will see a highly improved Pokemon game that'll shine with much better hardware. HD Pokemon people, come on.
