I believe the game card was rumoured to be 16GB as a standard, so the vast majority of games will be under 16. Looking at the file sizes of Wii U games, they're typically closer to half of that (and I think the file sizes are bloated). So, realistically thinking, when compared to Wii U, a 64GB SD card could hold from five to ten "full" games.
