It kind of seems they liked the PC version so much more, considering Overwatch didn't win on Xbox One and PS4 despite being available on both. My interpretation about the results is that Inside and Dishonored 2 were better than Overwatch on consoles (according to IGN of course), but Overwatch was still their GotY because of the PC version.
Anyway, this clearly doesn't hold up to any closer inspection, mainly because of Inside and Overwatch 2. They're both available on both consoles, and as far as I know, both are games good on both consoles, yet Inside won only on Xbox One and Dishonored 2 won only on PS4. Doesn't make much sense to me. And then there's the Overwatch thing, which is also quite... interesting: best on PC, not on consoles? Personally I can agree to that since it's a shooter, but that's still a pretty interesting choice.
