New Horizon was the name of the event that AMD held to show off Ryzen back in December 2016. They compared the top of the line 8 core Ryzen vs Intels best and it was neck and neck. At the very least, Ryzen chips should all be on par with what Intel has to offer now with Kaby Lake in the i3, i5, and i7 range, and should stay that way for a while.
There is a very good chance Scorpio will have Ryzen, even if its only a 4 core 8 thread model, instead of a full 8 core like MS said earlier. Ryzen no matter the model, will blow the doors off Jaguar.
Full 4k gaming also means Vega. They teased a Ryzen+Vega rig at the New Horizon event, playing Battlefront at 4k/60fps steady.
12GB of GDDR5 (based on Scorpio teaser video) seems to make the most sense considering thats a good place to save some coin considering Ryzen and Vega won't be overly cheap to put in the console. They might as well only have 8GB RAM if they decide to use GDDR5X or HBM.
A console with similar specs launching late 2017, will probably cost $600 to make all in. How much of that cost MS would be willing to eat, if any, is a toss up. I would guess they eat $100 and launch it at $499, making it truly feel Premium.
