If Nintendo were to release a 3DS successor that has games and architecture completely independent of the Switch, then it will have fixed none of the problems it had with the Wii U and 3DS, and will be releasing a console in three months that is needlessly gimped and underpowered.
In other words, the answer to your question is March 2017.
