What happens though in situations where you're on an airplane or train that has a USB power out or even a full plug in power socket? Or if you have an external battery pak which connects to the USB-C port? Would the game downclock no matter want? 

I wonder if you can run the games at full fidelity in portable mode that way or if Nintendo will gimp/cut that feature because they don't want a device getting too hot/warm in a person's (specifically a kids) hands. 

I don't see the point of that unless you are plugging it into a bigger display. It would be adding power for the sake of adding power, without actually achieving anything meaningful on the handheld display.
