Yes, definatly is "incredibly wishful thinking" that if one most popular engine is working in way where devs make game for dock mode then downscale to handheld mode, there are good chanches that other Switch tools and APIs are wokring in same way. "good chanches" is defiantly "incredibly wishful thinking",  lol, just chill out.

Bolded is the wishful thinking bit. There's literally no reason to draw that conclusion that this type of functionality is embedded into UE4 based on the OP.
