Having to be so underclocked in undocked mode isn't that surprising actually.
A 20nm Maxwell Tegra consumes electricity (relatively to a mobile chip) like a fat kid eating cake.
The Shield console is 20 watts total ... that's a *ton*. A portable device can be like 9-10 watts on the extremely high end and all that can't just be the GPU, you have the CPU (which apparently is locked at full clock), RAM, LCD, WiFi, etc. that need power too.
