No it isn't, it just happens to be the best of the weak bunch, you can't compare that to Episode IV or V.

I think Empire Strikes Back just elevated things too high, so high that I don't think even Star Wars will ever touch that again. 

It's like getting the greatest blow job from a Victoria Secret model. You could die happy right there but in a way it might ruin sex for you forever, lol. 

Wrath of Khan is a classic, I would say it's better than every Star Wars film but IV/V and maaaaaaaaaaybe ROTJ, but way better than the prequels and still better than Force Awakens.
