Definitely not legendaries, I have to agree with spemanig in that. I'd say it's factually, not an opinion. There's not one UB per game. I have 4 Xurketree on my PC, for a start. They're just regular Pokemon from an alternate dimension, powered up because of them crossing to the "Pokemon" dimension. 

What I'm not sure is (at least, I haven't read anything in game which states that, msybe I havent't noticed) if UB are Pokemon. I mean, they come from an alternate dimension, Pokemon word maybe doesn't even exist in the Ultradimension.
