Install the unofficial patch. It's technically a mod, but it should fix a lot of things. It might not help with some problems you might face, but it should help in many ways anyway.
But yeah, that's definitely a problem. PC gaming by nature has more problems because of the various setups people can have, but mostly it works just fine. It's Bethesda that doesn't seem to mind a few game-stopping bugs, and I think in Bethesda's case they're not that rare on consoles either.
