Are you banned? Any hacking or so done in the game, not being able to interact with Pokestops is one of the symtoms of a softban for teleporting and hitting Pokestops in multiple locations quickly, normally this wears off in a few hours. (I've had it once from just accidentally fucking around while my phone gps was throwing me all around town, was able to hit all the stops... then went out for a walk and couldn't do shit lol.)
Also it happens on occasion where the game just fucks up, if the issue persists Noble I'd advise uninstalling it and reinstalling, or if you are on Android going into storage and clearing your Cache just incase the game has cached some buggy code from the previous hashing update, it should auto clear out... but PoGo is a direly badly coded game so you might need to do it yourself.
