Eh I don't see it like that.
Sengoku is an interesting characer, you're not supposed to like her because of what happens in Second Season, but that's what the author wants from her as a character. She's not your average sweet girl that you're supposed to call "best girl" because she's more than that and made her arc that much more memorable alongside Kaiki being the MC in that arc. The climax to the Medusa arc and seeing how fragile and human she really was (ironically so).
Shinobu is arguably the most interesting charcter with all the stuff we're learning about her in Kizu and other arcs where she's an adult and her loli form we usually see her in. Without her I can't really see Araragi making it pass the 1st Neko arc and becomes his "partner" throughout the series after Oshino leaves. Also, even though she's lived a long time as a vampire, she has shown plenty of weaknesses of her own and seems more human than we think, she really just wants someone to rely on and Araragi was that person for her.Like when Araragi doesn't find her with Hachikuji's help and she returns to her old form and destroys everything because of that one moment that could've been prevented.
So yeah, those are the reasons why i like both characters.
