The industrial output of the USSR in 1986 was 87% of the industrial output of the US. But declined sharply after the fall of the SU.

Where did you get that information?  The first reliable-seeming source I found indicates that while estimates vary, they are generally far below 87%.

The figures at the bottom of this Wikipedia article also suggest that the USSR's economic output was not anywhere near parity with the USA.
