I don't think a N64 Mini would be as viable as an NES or SNES Mini; with Rare's games gone, N64 loses a big chunk of its best games, plus its graphics have aged worse than the 2D graphics of its predecessors.

They'll probably do it anyway. The thing is (and I think they chose this chip for this very reason) this exact same chip can be used for the SNES Mini and N64 Mini. 

N64 Mini could have

Super Mario 64, Mario Kart 64, Pilotwings 64, Wave Race 64, Diddy Kong Racing, Donkey Kong 64, Star Fox 64, 1080 Snowboarding, Turok 1/2, Star Wars: Rogue Squadron, Pokemon Snap, Excitebike 64, Paper Mario, F-Zero X, Legend of Zelda: OoT, Legend of Zelda: Majora's Mask, Kirby 64, Mario Party, Mario Tennis, Sin & Punishment, Super Smash Brothers. 

Even without Rareware. Though hey, maybe, just maybe Nintendo could work something out with Microsoft ... if Minecraft can be on Wii U, why not I guess.
