Maybe Super Mario Maker can run in docked mode and the level editor is an app that works on you phone or tablet. That would be one solution.

I dont know. If they are doing this, then I can see Nintendo saying "Yeah, the next Pokemon will only be playable on the handheld version of the console. We want people to play together after all"
