The only way Nintendo is getting exclusives is if they agree to pay full development cost or they are pre-existing portable exclusives like Monster Hunter and Yokai Watch IMO. 

That BG&E game will be on PS4/XB too if Nintendo doesn't have an iron clad full exclusivity on it too (see: Zombi U, Rayman Legends). Third party exclusives are not really a thing anymore, even PS4 which is dominating the market does not get many exclusives. Games are too expensive to make these days to keep them away from huge portions of your audience base.

basically the same answer for all your points, the answer is money.

It's really only an issue for games that can't get funding though to begin with, and those games are likely not going to sell anyway. 

I'm sure Microsoft and Sony officials would glad run around the street naked if they could get say an exclusive GTA or COD for just covering the development cost. That's an easy yes. 

Most developers understand their franchises have an oppurtunity cost too, even if a console maker is willing to pay for exclusivity, are they also willing to pay for the lost sales you incur from missed sales on competing platforms? That's the bigger issue. 

The games that generally end up getting secured for exclusivity are games no publisher is willing to finance on their own, because they're likely going to sell like shit. I loved me some Bayonetta 2, but that game sold like crap (and is heavily overtracked on this site).
