Yes because the DS, 3DS, Wii, and Wii U were all such cutting edge machines, Nintendo releasing something that isn't high end tech wise is unfathomable. 

3rd party devs wouldn't be excited for a 720p tablet with removable controller pieces. Especially if that tablet is a fraction of the power of the Xbox One. Handheld power is going to be important compared to back then. Phones will already outclass whatever NX is if it is a 720p tablet. And even if it doesn't, the phones will outclass it in a year or two.
