I guess the failure of Saturn and Dreamcast influenced their decision. Nintendo had a taste of the mobile market. I think the NX success will help to consolidate their will into stay in the console market. So, I think they are procrastinating because they are fine tuning something, not the console, but the presentation and deals for third party support.

Yes, influenced, but point is that Sega almost bankrupt, basically they left out without money, that's why they were forced to abandon hardware market. Nintendo is in totally different position, they are full of money and they are making profit this gen despite Wii U faile, Nintendo is currently expanding business.

Exactly, that's why they are Sega-Sammy, and not just Sega. Their financial ruin with their failed hardware and easily piratable software made them exit the hardware business. Not only did Wii U outsell both Dreamcast and Saturn, but Nintendo's software vastly outsold Segas. Mario 3D World alone probably outsold the entire 1st party sales of Saturn. It probably outsold all of Dreamcasts 1st party software too.

I won't even comment about Nintendos hardware and software sold on 3DS.
