Yes, this would indicate two different devices that work together, but most rumors point to there being only one device. So it's hard to tell right now, which one it'll be.

And this indicates possibility of one device:

Actualy in some way he did said.
This is Iwata quote from January 2014, year after he mentioned "brothers in a family of systems":

He basically said there is a possibility that form factor will be integrated and that there is a possibility for just one device, so it's very different way of thinking from that just one year earlier, and it seems that Nintendo continued with possibility of integrated form factor aka hybrid.

I find it hard to believe that they could go from having two devices in development (which is what it sounds like from those quotes) to having just ONE device in under two years time. At first it sounds like there will be two devices, and then in 2014 Iwata opens up to the possibility of there beng just ONE device, but by then Nintendo should have been to far gone in their designs of TWO consoles that it would be kinda hard to simply drop/integrate one of them, no? But like I said, the rumors do seem to point to ONE device.

I dont think they ever had two devices in development, we are talking about January 2013, just few months after Wii U launch, at that time most likely they had just initial theoretical plans about new platform and they just talk about them and analyze them, and in some point later they decided its better to go with hybrid instead of multiple devices. Thats why year later we got Iwata quotes of possibilities of integrated form factor and one device.
