It's a political ad, it doesn't have to be "neutral" nor do people (even famous people) need to have neutral opinions.
The reason it's pushing voter registration is generally the Democrats win when voter turn out is high. Republicans benefit when voter turn out is low, that's why they usually try to supress voter registration.
I believe Robert Downey Jr. is/was a Republican by the way, so the fact that he's in an anti-Trump ad is pretty damning.
