I agree it's probably a hybrid. Look at his wording too, again it seems to imply a singular device, not plural. Which Takahashi of Nintendo also referred to it (as a singular device) in a interview a couple of weeks ago. 

Even if it is two devices, some reality probably needs to be dawning on people right about now .... this is not going to be some mega-powered AMD console with a portable thrown in for shits and giggles.

Shared library means for functionality sake the two devices are going to have to be close in hardware power, almost certainly then having to use portable components. In which case I don't see the console being very successful; in which case a hybrid device would likely be better anyway since Nintendo can push the novelty of it being a 2-in-1 device.

A shared library with a 2 TFLOP console and a 200 GFLOP portable isn't going to work, you'd have an ecosystem where many games wouldn't work on one device or the other and developers would be forced into making basically two different versions of every game just to get a game to run properly.
