Probably because Europe has been their weakest market this gen, with its Wii U sales barely catching up to Japan's right now, and also it being the 3DS' 3rd selling market in its lifespan. They probably want to strengthen or crack into that market first before America and Japan. They're probably saving Japan for last because they're confident that they'll be able to have them in their pocket.
But yeah, sucks that Americans are missing out on it. I was ready to mop the floor with all those kids and squid unfortunate enough to come across my path!
