I think Nintendo can't announce their console only one week after, because it's not enough for the initial excitement and buzz for Neo to wind down enuff.
Also, the Tokyo Game Show starts that week (Thursday 15th).
But they also don't want to wait until October and the start of the Holiday season and the release of high profile games to take attention away.
So the week after Tokyo Game Show is perfect, and Thursday is a good day (people are relaxed because it's soon weekend, so it's four good days, Thursday - Sunday, for the initial reactions to erupt and for people to talk about this and become aware of it) so that's why it will be 09/22/2016.
