No is not, Have you even watched that docu or are you just looking at the scores? Because Is easy to have a higher score with 3000 votes than a movie with 150000, not that it really matters when it come to qualify a film anyways, but 25th hour is way better than a documentary about Katrina that nobody remembers.

Just because more people saw it and it got more votes doesn't mean its a better movie.  Pretty much everyone would agree that Do the Right Thing is a better movie then 25th Hour and that got a lot less votes also.
