Putting semantics aside the bottom line is basically this ... a platform that's supposed to be "mom-friendly" from Nintendo basically means something that's likely to be quite underpowered relative to other dedicated gaming devices in 2017.
And that means likely limited support from Western developers and likely also a lack of the some the top tier Japanese IP because they won't run properly on the device. The "appeal to experienced gamers" part of the equation will as per usual come from those players needing to play Mario/Zelda so badly that they're willing to accept the sub-par hardware performance and lack of several of the industry's most popular IP.
Not that that's terribly surprising from Nintendo but anyone expecting a significant change in their philosophy of the last 10 years probably should stop holding their breath. It ain't happening.
