Have to be honest, factoring in these quotes plus the Eurogamer report which is backed by multiple other sites ... this sounds basically like the Wii U only it's actually a portable.
The not wanting development teams/resources to have to increase kinda hints too that the hardware jump from Wii U is not that large, which is basically what a Tegra X1 is, which is what they're reportedly using in the dev kits.
