Per Capita probably makes more sense to look at, since it would show a relative level of th population that have the disposable income to spend on a video game system.

Of course, it's a mixture of everything, though. I wouldn't be surprised if more consoles were sold in the Netherlands than Luxembourg, simply because of the population difference, But that's taking into account how rich both countries are, Population difference most definitely isn't enough to make Russia sell more consoles than Benelux, after all.

But I'm probably ruminating on things you already know quite well.
