No they won't allow the Google Play Store, but there's no reason why they couldn't have hundreds of the most popular apps.
There were 250 million or so tablets sold last year, if Nintendo can get even 7-10 million of that per year, I think they would be quite happy. This isn't about beating Apple or being no.1 in this sector, it's about getting a piece of the pie and boosting your yearly shipments.
The product could suck that's all on Nintendo's execution as always.
