He's basically trying to do just what you said he should do: he can't save them by charging in so he tried to have powerful allies, he failed to get some so he's trying to escape the confrontation before it begins. His reasoning is good, even if his negotiation skills are bad (but who doubted it against politics professionals who are his enemies?). Your second edit is the complete opposite of your original post...
