Think how badly the Xbox One, will hold back the scorpio, or any console after that, if they have to make games that can run both on them, and the oldest Xbox One.

Why should there be any difficulty? It is already done on PC since forever ago, since they would only need to make one version with two separate settings depending on hardware?
