These budgets are never really accurate anyway.

Movie studios always get large tax and state rebates and also it's in the movie studios interests to inflate the budget total as high as possible so the can keep as much of the profit away from back-end deals (ie: say a big actor or director gets a cut of the profit of a movie ... well in that case it's bad for the studio if the reported profit is sky high because they have to pay the actor/director more in that case).
