I think that first bolded quote could simply mean that the NX is not going to be similar to the Wii U and 3DS.

Possibly, but the second bolded part is quite clear. The NX is replacing the Wii U on the home console market. That is basically factual at this point especially considering the quote by Nintendo of America in this very thread:

“we will be transitioning production to NX, so our message to fans is to grab a Wii U while you can"


The bolded quote was only made 3 months ago.
